ProAct Pharmacy Services, Inc. is a wholly owned subsidiary of Kinney Drugs, Inc. Burt Orrin Kinney founded Kinney Drugs in 1903. The corporate office is located at its original address, 29 East Main Street, Gouverneur New York. Incorporated in New York State in 1927, the chain is currently comprised of 95 stores in Central/Upstate NY and Vermont. Kinney Drugs is an employee owned corporation governed by its Corporate Officers and Board of Directors.

Kinney Drugs, Inc. operated the pharmacy benefits management division under the name Kinney Managed Care Services for six years prior to forming the subsidiary, ProAct Pharmacy Services, Inc., in July 1999. ProAct is a pharmacy benefits management company with a reputation for exceptional service and a focus on the education of its participants and their prescribers to manage healthcare costs. ProAct offers the latest in pharmacy benefits management technology while providing excellent local client and customer service.

ProAct provides prescription plan management to a variety of clients including municipalities, hospitals and corporations. The majority of our clients are self-insured, however ProAct also services clients with insured health plans who have opted out of their medical carrier’s prescription drug rider. Our target market is the small to medium size market with an emphasis on groups under 5,000 lives. Traditionally the PBM industry has under served this market.
